The Town of New Windsor is rooted in rich history.  Starting in 2024, our New Windsor Hero’s Banner Program will give families, friends, and all those who live in New Windsor, the opportunity to show and share in that history by displaying a spectacular banner in honor or memory of those from our town who honorably serve or who have honorably served our nation.  If you wish to share your pride and allow all of New Windsor to share in your pride, by purchasing a banner in honor of your local “Hero” to be flown high along one of the Town’s main traffic corridors, please submit the application below.


The cost of a 24"x48" full color double-sided banner, mounting hardware, installation and display for a period of one year is $250. After one year, the banner will be returned to the family or applicant. Banners will be installed/taken down quarterly.

Please include one or more pictures of your nominee, in military uniform if possible, along with proof of service.  All pictures should be in the highest resolution possible.  Acceptable proof of service includes a DD214 Form or Military ID.  Acceptable proof of current or former residence includes tax or utility bills, other bills or legal documentation with New Windsor address shown.  If all of the above are unavailable, call us at 845-565-7750 to discuss.

Any current or former member of the United States Military, or someone on behalf of a nominee may submit an application. Once the application is approved a link to pay the fee will be sent to the email address on the application. Banners may be funded by the nominee, family or other sponsor or business.

If you or your business would like to fund a banner for a hero who may not otherwise be able to afford it, please contact the Recreation Department at (845) 565-7750 for information.

There are a limited number of banner locations. Spaces are assigned on a first come first served basis. Specific pole requests cannot be guaranteed. The town is not responsible for any banners that may be stolen, damaged or destroyed due to acts of vandalism or acts of nature.

        • By submitting this application, I understand and hereby grant permission to the Town of New Windsor to use the name, image, and likeness (NIL) of the “Hero” depicted in any photographs, videos, or other digital media submitted in connection with this application, as well any personal information provided in this application, for any purpose related to the New Windsor Heroes Banner Program, including but not limited to marketing, advertising, and promotional materials in connection therewith.  

          I understand that any NIL and personal information submitted may be edited, altered, copied, exhibited, published, or distributed without my further approval.  

          I further confirm that all information provided is, to my knowledge, accurate and all spellings correct.  If any information is determined to be incorrect, the “Hero’s” Sponsor will be responsible for any costs associated with corrections and/or reprinting required due to such error.  

          I further understand that while the Town of New Windsor has no intention of profiting off the NIL and personal information of the “Hero” for which this application is submitted, the Town has no control over the use of same by others.  Thus, I hereby waive any right to royalties or other compensation that may arise from or be related to the use of the NIL and personal information submitted in connection with this application.  I further understand and agree that this release is irrevocable and shall be binding on me and my heirs, successors, and assigns.

          The town is not responsible for any banners that may be stolen, damaged or destroyed due to acts of vandalism or acts of nature.

          Once this application has been submitted, the Town of New Windsor will review for eligibility. Upon approval, you will be sent a link for payment. Payment may be in the form of credit card or check.
